APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT MODIFICATION Public Notice No.: L-86-23 Public Notice Date: August 01, 2023 Paper: Exponent Telegram The following has applied for a WV NPDES Water Pollution Control Permit Modification for this facility or activity: Appl. No.: WV0025461 Applicant: BRIDGEPORT, CITY OF PO BOX 1310 BRIDGEPORT, WV 26330 Location: BRIDGEPORT, HARRISON COUNTY Latitude: 39:17:56 Longitude: 80:16:50 Receiving Stream: Simpson Creek / West Fork River / Monongahela River Activity: To acquire, construct, install, operate, and maintain a new wastewater collection system upgrade project which includes replacing existing Lift Station #6 with a new 1,400 GPM duplex submersible sewage pump station with VFD, an emergency generator, and a new Zabocs Hybrid Odor Control Unit; 1,300 linear feet of twelve (12) inch force main sewer line; a new headworks building at the wastewater treatment facility; and associated equipment and requisite appurtenances. The project shall be constructed in accordance with the "City of Bridgeport Harrison County, West Virginia Contract #1: Lift Station #6 and Force Main Upgrade and Contract #2: WWTP New Headworks Building" approved on May 3, 2023, and prepared by Civil & Environmental Consultants Inc. 120 Genesis Boulevard, Bridgeport, West Virginia 26330, Project #321-180 Health Permit No 21,059. The existing wastewater treatment plant serves approximately 25,000 persons in the City of Bridgeport and surrounding environs and a portion of the Greater Harrison PSD. The City of Bridgeport discharges treated wastewater via Outlet No. 001 to Simpson Creek (approximately 7.6 miles from the mouth) of the West Fork River of the Monongahela River. Business conducted: Municipality Implementation: NA On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit modification application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit Modification(s).
